It is an inscription of the Urartian fortress (See Habibusagi Fortress) lying on a hill, which is 713 m high above the sea level at so called Yazilikaya, south of the Habibusagi Village in the Baskil District of Elazig. It was inscribed on the bedrock, framed in a shallow rectangular panel. It is a copy of the rear part of the Surb Pogos stele. It reads: "God Haldi went on a campaign with his own weapon and defeated the king of the land of Melitea, Hilaruada, the son of Saha. He laid him down in front of Sarduri, the son of Argishti. God Haldi is powerful and the weapon of God Haldi is powerful. Sarduri, the son of Argishti went on a campaign. Sarduri says: the Euphrates River was calm (?). No King crossed over it. Since I have asked (for help) from (their) divine greatness, I prayed to my Lord God Haldi, God Teisheba, God Shivini and (all) the gods of the land of Bianili. Gods listened to me. I crossed over among my soldiers in front of the city of Tumiski and advanced towards the land the same day. I passed to the south of the Qala'ni land. I arrived in the Karnisi Mountains to the north of Melitea city. I went until I reached the land of Musa beyond the city of Zapsa (?). I captured 14 fortresses and 80 (?) cities in one day. I razed the fortresses and burnt the cities with fire. I seized 50 chariots. Came back from campaign. Sieged the fortified city of the Kingdom of Hilaruada (?) and I took it by force. Expelled goods (?), men and women from there. Sarduri says: I went in and commanded that the city of Melitea is to be sieged (?). Hilaruada came into my presence, prostrated and hugged my feet. I showed mercy (?). I looted (from there) gold, silver and goods (?) and took them to the land of Bianili. I allowed his life on (the condition of payment of) a tribute. I seized nine fortresses i.e. Hazani, Gaurahi, Tumiski, 'Asini, Maninui, Arusi, Qulbitarini, Tase, i.e. the fortresses of God Quera Tase and Melviani (fortresses) appropriated and added to my land. With the greatness of God Haldi, Sarduri, the son of Argishti is the mighty king, the great king, the king of the land of Bianili and the Lord of the city of Tushpa. Sarduri says:If anyone destroys this inscription, if anyone commits a crime (against it), if anyone encourages someone else to do so, if anyone forces someone and says "Destroy this!" may God Haldi, God Teisheba, God Shivini and (all) Gods remove him from before the sun. Offer him no shelter (?) may neither Gods nor people (?) leave him in peace."
