It is an Urartian inscription found on the right bank of Peri Suyu in the Dedebag (Bagin) Village near the Elazig-Tunceli motorway between the Palu District and Mazgirt District in Elazig. It consists of two parts inscribed on a basalt stele. One of the inscriptions has been now preserved at the Museum of Elazig while the other part was reused on the wall of the Bagin Fotress in the Middle Age. Part A front face: It reads "By the might of God Haldi, Menua, son of Ishpuini, erected this stele to the ruling god of Haldi. by the might of God Haldi, Menua, the son of Ishpuini, (is) the mighty king, great king, king of of the land of Bianili and lord of the city of Tushpa. Menua says: I appointed Titia there (as) Governor. By the might of God Haldi, Menua, the son of Ishpuini, erected this stele to the God Haldi. By the might of God Haldi,É". Part B: "By the might of God Haldi, Menua, the son of Ishpuini, erected this stele to the ruling god of Haldi." Part A rear face : It reads "I appointed Titia there as Governor. Menua says: If anyone destroys this inscription, if anyone commits a crime (against it), if anyone encourages someone else to do so, then may God Haldi, God Teisheba, God Shivini and (all) the gods remove him from before the sunÉ".
