It lies 3.5 - 4 km west of the Sünnetnebi Dam, 18 km south of the Diyadin District in Agri. As it is far from the main roads, the Lower Kom Dam is only accessible first by car up to the villages of Burgulu and Gözüpek other than Diyadin, and then by walking. It was built between two hills in a depression area among high range of mountains, covering an area of 1.5-2 square kilometers in the east-west direction. Locally available andesite stones were used for the construction of the dam. The plan of the dam's wall is distinctive from other Urartian walls with its two half-walls in the shape of a horseshoe. The northern wall is 34 m long, and 20 m deep while the southern wall is 36 m long and 18 m deep. Total lenght of both walls is 70 m with a width of 4 m and a height of 1-1.5 m. Today, the wall on the lake's side is not so high because of the soil filled in. The construction technique is similar to other Urartian dams, and it seems that it was over 2.5 m in height when it was first built. The building remains around the reservoir indicate that the dam was constructed during the Urartu Period in the 7th century BC.
